Application for permanent order for baby who was apprehended at birth – mother with FAS and very limited intellectual function – no supports – disruptive and angry behavior – would require 24 hour supervision to parent in role of primary caregiver – could have partnership with experienced mother (i.e. home to foster full family), but resources not available in Saskatchewan – mother asking for time to explore options – conflict with caregivers, workers, residents, vulnerability all well established – must resist invitation to experiment with child’s well-being for sake of giving mother one last chance to achieve what may well be impossible – permanent committal
