Judicial review of immigration officer’s refusal of temporary resident permit – permanent resident status cancelled because of criminal convictions – four children, two youngest with FASD (15, 17) resided with him and were fully dependent, 17 yo with child of her own and access supervised by applicant – immigration officer’s very brief reasons were insufficient with respect to analyzing the adverse impact deportation would have on the children – according to CAS, applicant with important role in assisting 15 yo with psychological challenges – not reasonable to fail to discuss CAS evidence – matter sent back for redetermination
