Sexual offender with FASD and schizophrenia, also substance abuse issues – DO sought – low intellectual function is impediment to rehabilitation – profoundly limited by combination of mental illness, brain impairment and cognitive defects – some capacity to change though – medication working – needs high degree of support in community and external constraints, but Crown has not proven no reasonable possibility of eventual control.
