Application for permanent guardianship order for two children – mother low-functioning and with FASD, unable to work with service providers on a consistent basis – money management skills inadequate for effective parenting – mother does well with intrusive supports, but ends when involvement discontinued – unwilling to live in supportive living situation with roommate – no restriction on length of time child can remain in temporary care, but Director has provided every service that could conceivably assist mother and, probably through no fault of her own, mother unable to take advantage of services – adjournment not in best interests of children – permanent guardianship order granted
