Child with special needs – child had been cared for by grandparents, but no longer able to care for him – mother with FAS and psychosis – father sober and lucid but needed to put a lot of energy into caring for mother, who was like child herself – also sporadic contact with child – concerns about domestic violence – little appreciation of special needs – permanent care
