Application for permanent guardianship of three children (10, 12, 13) – mother with history of drug and alcohol abuse – domestic violence – mother refusal to comply with earlier supervision order – learning disabilities and suspected FASD in kids – no diagnosis because of mother not admitting alcohol consumption during pregnancy  – children want to live with mother, but mother simply incapable of being adequate parent – children want to protect mother – has done nothing to lay groundwork for return – permanent guardianship – limited supervised access
