Sentencing of youthful offender for charges of impaired driving and robbery – FAS diagnosis – functionally illiterate, adaptive functioning severely handicapped – unable to link cause and effect – FAS noted to be mitigating – element of free will despite cognitive abilities – needs can be better met in federal system than provincial system.
