Sentencing hearing for robbery – court suspected FAS and requested FAS assessment – declined to order assessment through forensic services – was assessed there anyway – lack of cooperation with specialized FASD assessors – FASD diagnosis in any event – incarceration not likely to meet rehabilitation ends – need for good role models – directed preparation of detailed probation plan – none prepared – inability to fashion appropriate sentence – four months jail to allow plan to be developed – probation to follow.
